Reliance can assist you in developing the following Program Statements or Requests for Proposals:
- Foster Family Agency (FFA) / Resource Family Approval (RFA): Foster Family Agency (FFA) is a private, non-profit, 501©3 organization that is engaged in the recruitment, certification and training of foster/resource families who provide temporary or permanent placements for children and non-minor dependents that require out-of-home care. The FFA utilizes social workers to ensure the safety and well-being of the children and non-minor dependents placed in these homes. FFAs usually have one or more contracts with various counties that place children in their approved foster/resource homes. Foster Family Agencies are governed by Community Care Licensing and must meet the standards stipulated by the State in the Interim Licensing Standards and Title XXII Regulations, as well as county contract requirements.
- Group Homes: Group Homes provide the most restrictive out-of-home placement options for children and non-minor dependents in foster care. These children often display significant emotional and/or behavioral problems and require a more restrictive environment by providing 24-hour care and supervision. The facility is staffed with employees of the licensee. Group Homes are governed by Community Care Licensing and must meet the standards stipulated by the State in the Interim Licensing Standards and Title XXII Regulations, as well as county contract requirements.
- Short Term Residential Therapeutic Program (STRTP): STRTPs are similar to Group Homes with the addition that the children must meet the mental health criteria for placements. Therefore, STRTPs must provide on-site mental health services to all children and non-minor dependents placed in their care.
- Intensive Services Foster Care (ISFC): ISFC program was created to provide extra support to children and non-minor dependents who require more intensive treatment including treatment for Serious Emotional and Behavioral Needs or Specialized Health Care Needs. Specifically, the ISFC program is intended to stabilize the youth in foster care with services that they need in a family-based setting in order to reduce or prevent placement in congregate care and residential programs. ISFC programs are governed by Community Care Licensing and must meet the standards stipulated by the State in the Interim Licensing Standards and Title XXII Regulations, as well as county contract requirements.
- Regional Center Contract: Regional Centers contracts provide or coordinate services and supports for individuals with developmental or intellectual disabilities. Regional Center contracts can be established directly with the Department of Developmental Services (DDS) or with Department of Children and Family Services (DCFS). Regional Center contracts are governed by Title XVII and Title XXII regulations. Reliance can also assist you with becoming a vendor with your local Regional Center.
Reliance can also develop the required documentation and certification for Adoptions, Medi-Cal, Mental Health Program Approval, Statement of Works and other Requests for Proposals from various counties and contractors.
